    Beyond the Gantry: Why India’s Road Safety Push Needs Enforcement That Moves

    Fixed cameras have transformed traffic enforcement in India – and drivers have transformed how they beat them. July 2026.

    India has automated traffic enforcement at remarkable speed. Since the Motor Vehicles (Amendment) Act, 2019 raised penalties and pushed states towards technology-led policing, ANPR and AI violation-detection cameras have become standard fixtures on national highways, expressways and city junctions. Delhi alone operates over 1,000 enforcement cameras at signalised intersections, and on the Mumbai–Pune Expressway AI cameras issued roughly ₹470 crore worth of e-challans in a single year (July 2024–July 2025). Fixed, automated enforcement is now the norm — and it works, at the locations it watches.

    The problem is everywhere else. MoRTH’s Road Accidents in India 2024 report records 4,87,707 accidents and 1,77,175 deaths – about 20 lives lost every hour, with over-speeding behind roughly 70% of crashes and two-wheeler riders accounting for 46.2% of all fatalities. If cameras on our best-instrumented corridors are firing challans at record volumes while the national death toll still climbs, enforcement coverage — not enforcement technology — is the gap.

    THE COVERAGE GAP
    Four blind spots of fixed-point enforcement

    1. Drivers know exactly where the cameras are. Every fixed camera is mapped within weeks — by word of mouth and by navigation apps that flag enforcement points in real time. Road-safety researchers call the result the “kangaroo effect”: a landmark Belgian study found speeds dropped sharply at the camera itself, yet barely changed before or after it, as drivers braked for the lens and accelerated away. Compliance becomes a 200-metre performance staged for the camera, while the same violations continue unchecked on every unwatched stretch.

    2. Plates are being masked — sometimes by hand. Enforcement that depends on reading a number plate invites tampering with the number plate. Two-wheeler riders have been observed simply cupping a hand over the rear plate as they pass a known gantry — a trick that works precisely because the camera’s position and angle never change.

    3. Most fatal roads will never carry a gantry. In 2024, 41.9% of India’s fatal accidents occurred on “other roads” — not national or state highways but district roads, urban arterials and rural links where gantry structures, mains power and fibre backhaul are impractical or simply unjustifiable. Narrow inner-city lanes, market streets and village approach roads see intense two-wheeler traffic and some of the worst rider behaviour, yet they sit permanently outside the reach of pole- and gantry-mounted systems.

    4. Manual mobile enforcement ties up scarce personnel. The traditional answer — an officer with a speed gun at a check-post — consumes exactly the resource police forces have least of. Modern automatic mobile units invert this: detection, classification, evidence capture and e-challan generation run with zero input from personnel, so the officer (or the vehicle itself, parked and unmanned) becomes a force multiplier rather than a bottleneck, freeing trained staff for accident response, congestion management and investigation.

    THE ANSWER
    Enforcement that moves with the traffic

    None of this argues against fixed cameras — it argues for pairing them with enforcement that is mobile, automatic and unpredictable. The technology already exists and is deployed on Indian roads today. Vehicle-mounted 4D radar interceptor units track approaching and receding targets across multiple lanes at up to 200 km/h from 300 metres out, streaming evidence to the command centre and flagging hot-listed vehicles — from any vantage point an SUV can reach, on any given day. At the other end of the scale, bike-mounted ANPR-and-radar interceptors bring the same automated detection of 10+ violation types into the narrow lanes, market roads and residential streets where most riders have never seen a camera — with all-day battery life and direct e-challan integration, and no officer input required while the system works.

    The strategic effect is what matters: when enforcement can be anywhere, drivers must behave as if it is everywhere. Research comparing visible and covert cameras found drivers exceeded limits routinely except when a camera was in view — unpredictability, not camera count, is what changes behaviour between the gantries.

    The bottom line
